Rules of Engagement (ROE)

K132 ROE
Friends of K132, the main objective of the game is to have fun, for this, we must behave, be respectful and not perform unpleasant actions. Don't do what you wouldn't want others to do to you. We must be a united and collaborative kingdom.
Racism, machismo and homophobia will not be tolerated, and the king may grant negative titles to these attitudes and report you to the game administrators. Moreover, you can be audited and penalized for such behavior especially if it’s used in official K132 chats.

1. CLANS
1. A recognized clan must have at least 20 members within 15 days of formation. After 15 days, clans should change their enrollment type to "Request Only" or "Private" so outlaws cannot join.
2. Each clan is required to have a diplomat or the Leader assume this position. Clans must include the phrase "We follow K132 ROE" and diplomats' names in their descriptions.
3. Computer-generated (CG) clans and players not belonging to a legitimate human clan are not recognized as clans and have no rights under the ROE.
4. All DMs,Wellsprings,RSS tiles in the clan territory are owned by the clan and no registration is required.
5. Players with under 100k must be protected, regardless of their clan status roe status, if they do not make the first attack.
6. Attacks on clan buildings and clan marches are illegal and attackers are considered outlaws.
7. Attacks on ROE players should NOT exceed 2 attacks per hour by one attacker.

2. MINES
1. A Dragon Mound must be registered in Gold Reg-132 (Only 1 Dragon Mound to be collected per 24h and registered with Y coordinates only. 24 hours must pass before a new registration is allowed)
2. A Tar/Wellspring mine must be registered in TAR REG - 132 (Only 1 Tar/Wellspring to be collected per day and registered with the Y coordinates only. 24 hours must pass before a new registration is allowed)
3. The player has 15 minutes to occupy the mine. Once 15 minutes have passed the mine then can be registered again by another player.
4. If a player occupies an unregistered mine, another player may register it and expel them.
5. Attacking registered mines or resources is not allowed (RSS).
6. Players whose strength is less than 1 million cannot occupy a level 10 Dragon Mound or Wellspring/Tar. All players can collect a level 5 Dragon Mound or Wellspring/Tar.
7. Players can change captains and re-register the same mine during the 24h period.15 min. to occupy applies

3.PORTALS
1. Portals in the clan territory are protected in all cases even during COT regardless if you received an attack from it. A portal attack within a clan territory during COT has a flat rate cost of 5 million silver for the portal, + destroyed troop compensation.
2. Portals outside the clan territory are protected during PEACE TIME unless they have been used for an attack, in that case the portal is considered HOSTILE.
3. EPIC EVENT PORTALS are protected during all times unless used for an attack. Again a report must be provided to close such a portal.
4. A hostile portal (must be proven by an attack report) can be closed by any player regardless of might or a clan march if the might is overwhelming. If an attack report is not available then compensation must be given or face possible outlaw status.
5. A portal 5 squares from a clan's border is considered hostile (it could be 7 if the council determines.this rule is limited to 48 hours of CoT).

3. PORTALS DURING PEACE
All portals during peace time are protected. Those in the wild, event portals and portals within clan borders.
Fair play of portals during peace time. Unless it’s a compensation portal, a royal guard portal, an epic event portal. It should be avoided to open a portal closer than 3 tiles to any clan's territory. There is no reason to do so unless it’s one of the aforementioned reasons.

4. PVP TOURNAMENTS
1. Among PvP events, only CoT (Clash of Thrones) is considered legal;
Other events must be attended by clans by agreement (records of the CP-RUN agreement must be retained for delivery to the court in case of dispute).
2. During CoT, attacks on players with a lower might than yours must not exceed 50% of your own might.Attacks are allowed on players with a higher might than their own; in exchange, a retaliatory attack is allowed. * Please take a screenshot of your might at the beginning of the COT, you might be asked to provide it, if your might has grown during COT so you prove innocence.
3. If a player attacks illegally, attacking back is allowed ONCE (you forgo compensation). If the might is overwhelming, you can choose a champion from your clan, do a clan march or request compensation via Disputes procedure.
4. Clan Wars can only be declared if the King allows it and must be documented in Kingdom Chat.

5. Clan marches or marches with reinforcements are considered illegal during COT, unless it is a retaliatory attack,or to close a hostile portal by a bigger player.
6. The top 25 players in might ranking of the Kingdom can attack each other freely up to 2 times per hour without a might percentage restriction. For the rest the might rule remains the same at up to 50 percent below.

5. The Court
1. The court is strictly used by Diplomats, Leaders, Royal Guards, Judges, and the King.
2. The kingdom has judges who act on behalf of the king and the kingdom and ensure that disputes are resolved.
3. Diplomats may only register disputes in court 24 hours after diplomatic attempts have failed. Judges will review the complaints, contact the parties involved, and resolve the case. Reports older than 2 days are not considered, reports less than 24h will also not be considered.
4. The king reviews the court's recommendations and issues a decree accordingly.
5. Clans that constantly carry out illegal attacks will be audited, as well as clans that are not able to resolve disputes and constantly resort to court as the court is only for exceptional cases.

6. DISPUTES PROCEDURE
It is important that you FOLLOW the correct dispute procedure as mentioned in ROE. Do not post unnecessary attack logs in 132 - COURT chat because your case will be immediately dismissed and you won’t have the right to compensation. It is important you learn not to overwhelm the chats with non important information. If you are unsure if a case is worthy of being posted in K132 - Court then post it in K132 - Violations chat with a brief explanation and necessary proof and ask whether it's a case that can be posted in K132 - Court.
Players first talk to clan leaders and diplomats. Never post things by yourself or for another player seeking justice. The cases will be dismissed.

Example 1.
Wait for 24h or almost 24h first after taking the necessary steps to contact players and diplomats.
Hello I have this case where an illegal attack has occurred by x to y.
I have contacted said player and diplomat but haven't received a reply.
Attach proof of communication to player and diplomat.
Attach report of attack.
Ask for guidance and note the case might be resolved then and there in violations by the judge picking it up.
Example 2.
Not sure of the correct procedure.
Paste the attack report and question in Violations to be answered. If you don’t see activity on the question feel free to message one of the judges to help you with it.

Example of how to present.
I would like to submit this case to court of + explanation with reasoning why this is illegal or court worthy in one paragraph ( e.g an attack received by player a to my portal or fort or to player b, now as you will see below attached i have contacted both the diplomat and players and received no answer etc. As per roe this player shouldn’t have attacked the player because he’s 50 percent above his might etc)
Attach proof of the attack.
Attach proof of the communication to the player or diplomat.
Request the court to rule for compensation and if not met then outlaw status.
Simple to the point and no theatrics drama or the need to engage in bickering.

Procedure:
1.Player or diplomat have 24h first to attempt resolution directly with the other player or diplomat (24 hours time frame) before bringing the claim to the court( After 24 hours have passed).
2. If the Diplomats are unable to resolve, submit the claim to the court via the K132 - Court chat by attaching the report, a brief explanation of the claim and necessary proof. Only diplomats may submit claims. Clan Leaders & Sups, Diplomats and Royal Guards to submit cases only. No one else is allowed to weigh in.
3.Claims submitted later than 48 hours after the incident will be dismissed.
4. Do not use inappropriate language, engage in fighting or bickering in Court and Violations chats. The judge has the right to dismiss the case. Only engage in logical and respectful arguments referring to ROE for your points made.

5. Court reviews the claim within 24 hours and provides ruling to the submitting and violator’s clan diplomats.
6.ROE Clans must expel Outlaws within 24 hours of face clan outlaw status.
7.Closed Claims Once a final ruling is made on a claim and/or compensation is paid out, the claim is considered closed.
8.Claims for non ROE players should only be dealt with retaliation attack.These disputes have no basis in Court since Court is for ROE abiding players only.
9. If the court finds the case worth compensating you have 24 hours to comply with the compensation or expel the player from the clan to receive outlaw status.
10.Players or diplomats who resolve cases outside the court can pay each other upon agreed deadlines. If the agreement falls out of place the court will not accept the case. The option there is to retaliate if within the timeframe set in 11. Retaliations.

7. ROYAL GUARDS
1. Royal guards serve as protectors of the kingdom
2. They act under the king's approval and only attack when authorized by the king or judges.
3. Royal guards are the kingdom's strongest players, ensuring adherence to the law. However, they are appointed based on trust and law, not just strength.

8. OUTLAWS
1. Until the Royal Council stripped them of their outlaw status. outlaws are always vulnerable, regardless of their might level and/or type.
2. Outlaws have no rights over RSS tiles, including Dragon Mounds and Wellsprings. They can be evacuated at any time.
3. If a clan wants to keep an outlaw player, the Royal Council can convert the entire clan into an outlaw clan within 24 hours.
4. Anyone can attack the Clan Buildings of an explicitly outlawed Clan regardless of their might, even with a Clan March.
5. Outlaw status is only lifted upon correction of mistakes or fulfillment of compensation. Only the King has the authority to revoke/remove an outlaw status.
6. Outlaw players and clans are listed in the K132 - OUTLAW.

9. Taxes
1. Taxes must be paid regularly. Daily payment is recommended.
2. If gold ingots are not paid, the Royal Guards can attack in order to claim these taxes.
3. The maximum gold ingots allowed to be held are as follows:
Capital levels Gold Ingots allowed to be held
Level 1-14 cities - 5k
Level 15-19 cities -10k
Level 20-24 cities - 15k
Level 25 and above 1k per city lvl ( for 25 its 25k, 26- 26k)

4. For non-ROE abiding players the royal tax guards have the right to attack immediately and need to send a message for the reason they attacked.
5. For ROE abiding players, the royal guards should scout to see ingots held (sometimes the app is glitchy) and attack within 15 minutes of scouting otherwise it is considered an illegal attack. They should also send a message to the player explaining they attacked for having more ingots than allowed and that the player should send the ingots to the palace the moment they login.
6. Superiors of teams and leaders you have the responsibility to have a person responsible to explain to players they need to send ingots to capital every time the player logins. When Kingdom opens no one will wait to attack hence the players should now start preparing to constantly send ingots to the capital.

10.RESOURCES
1. Resources include Villages (silver), Sawmills (wood), Mines (iron), Quarries (stone), and Farmers Houses (food).
2.Any Resources tiles within a clan’s territory are the property of that clan. Only clan members from that clan are allowed to gather those resources.
3.If a player gathers in another clan area, it is permitted for that clan to attack them to “remove” them from the resource regardless of clan member's might, you can also choose a champion of choice to do so if the might is overwhelming.
4.Resources outside of the clan's territory are “first come, first served.” If a player is already gathering resources and has already collected some of the RSS, they are protected from all and any attacks even during COT. Anyone attacking a player gathering resources in the wild will be subject to palace penalties.

5.Going to the resources at the same time is considered a race. In this case, the court decides whether the attack is illegal based on report
6. If you are mining any time or dm/tar at the border of one clan's territory, you are doing so at your own risk. If the resource tile becomes part of their territory the clan has the right to evict you legally either by choosing a champion of their choice or clan marching if the person is big.

11. Retaliations
1.For ROE abiding players.You can retaliate only once if the player has an army in their city, if you find an empty city, you have the right to retaliate until you find the player and his troops in the city. You do not have to pay compensation on any resources taken from the player's city.
2.You can retaliate against non-ROE abiding players as many times as you want to cover your losses. Make sure you have evidence the player does not have a ROE clan at the time of attack in case they join one later.
3.To retaliate against NON ROE Players below 100k might you follow the same rules as b. Retaliating against a ROE abiding player.
4.If might is overwhelming you can arrange for a champion of your choice to retaliate or perform a clan march. The champion of your choice doesn’t have to be in the same clan as you.
5.You have a max of 3 days from the time the attack took place to retaliate. Any later than that the retaliation will be considered an illegal attack.

12. Compensation Clans Liability:
In the event of the illegal attack the clan has the right to kick the player to receive outlaw status.
If that is the case the Clan will still be liable for a portion of the compensation of the illegal attack.
1.For any illegal attack made by a player below 1 million might : Clan has 0 liability
2.For any illegal attack made by a player above 1 million might : Clan is liable for 12.5 percent of the total compensation amount, even if they kick the player.
3.For any illegal attack made by a player above 5 million might : Clan is liable for 25 percent of the total compensation amount, even if they kick the player.
4. For 10 million, the liability of the clan is at 30% of the total compensation amount. For every million after that, the liability of the clan increases by 1%. Example for a player of 13 million might,the liability of the clan is 33%.
This includes portals and Clan buildings.
Therefore educating the players on ROE is extremely important.

13. AYRINS HEROES:
1. Players using Ayrin Hero(Redhead Woman) during COT, should seek to either cp exchange or fight COT externally. Meaning attacking other Kingdoms to get Conquest points and bring us ingots.
2. Such Players using Ayring Hero are protected from attacks during COT in K132 unless proven hostile. Meaning there is a report that an Ayrin player attacked someone without it being prearranged. In such cases, the player loses their right to protection and can be attacked.

14. International Roe:
1. Be prepared to receive attacks at mines especially during some tournaments, and be prepared to receive attacks at event portals when we open.These attacks should be resolved on a clan to clan level. Always try as hard as you can. Only if you fail, pass the illegal attacks to the King,Queen or Hand of the King to inform the interkingdom pact chat of a possible retaliation or for them to apply pressure to receive compensation.
2. You cannot attack Clan Buildings of any Kingdom, especially the Kingdoms in the pact. You cannot attack players below 100k even if they don’t follow ROE.
3.You cannot attack memorial portals or event portals at all times in other Kingdoms.
4.No attacks on occupied RSS villages, or DM/TAR in other Kingdoms.

15.Gold Reg-132 Chat Rules.
1.One DM per 24h with Y COORDINATES ONLY EG Y659 OR Y:659
2.THE ONLY WORDS ALLOWED IN GOLD CHAT ARE Y:xxx or cancel. No explanations needed.
3.No chat in this chat. 24H ban from the time you chatted. If you have registered a DM before the mistake you can still take it. If not, you cannot register for 24h from mistake time.
4.If a Palace official or DM responsible person sees you mining illegally you get a 48h ban.
5.If you register 2 times within 24 hours you get a 48h ban.
6.If you break the rules while on a ban the ban time is doubled. I.E chat again after being banned 24—48h. Or mine illegally or register again while on a 48h ban you get a 96h ban.
7.When you see a mistake happening but the person responsible for the gold chat isn’t around, notify them privately or act as if the ban is given from time of mistake since there’s proof of mistake.

Compensation Formula for ROE violations :
All compensations are excluding tax. 20 percent tax is on the offender to cover.
Compensation on mines is what has been taken plus troops destroyed.
Compensation on cities is what rss has been taken ( or the equivalent in silver) plus troops destroyed. Cost of Walls destroyed is a flat rate of 100k silver times city level.
1.DM : Gold must be replaced by player generated mines of equal or greater value than those taken or by using the exchange rate to convert the compensation into silver. Gold exchange rate 1 gold= 1000 silver
2.WS : Exchange Rate 1 Tar = 800 silver.
3. RSS except food (iron, stone, wood) can be returned for equal value of what was taken or be exchanged for silver at the rate of 10rss/5 silver.
4. Food exchange rate 100food=1 silver

Ranged/Melee unit (Guardsman/Specialist) Level 1-3 = 350 silver each
Ranged/Melee unit (Guardsman/Specialist) Level 4-5 = 500 silver each
Mounted Units Level 1-3 = 600 silver
Mounted Units Level 4-5=800 silver
Scouts 1-5 = 1800 silver each.
Seige 1-5 = 3000 silver each.
Ranged/Melee (Guardsman/Special.) Level 6+ = 1000 silver ea
Mounted Units = 1300 silver ea.
Scouts = 4000 silver ea.
Seige = 8000 silver ea.
Monster/Mercenaries =cost to revive troop style in silver multiplied by 20.
Illegally Attacked Portals = 5 mil silver.
Illegal attacked clan forts =40 million silver or outlaw status.
Illegal scouting clan forts=15 million silver.
